I encountered a question from a surveyor asking how can we can ensure a fillet weld in a vessel would not fail within ten years under a pressure of 10 Bar.
Is this a valid question?
If it is related to welding procedures or welders' qualifications I believe no such warranty can be provided.
Could the answer be found in how the fillet weld is sized/designed etc?

This is not a valid question for you unless you are the Engineer of Record, and have a license (P. E.).  No answer you give should be considered valid unless you are the Licensed Professional Engineer (P. E.) in that particular jurisdiction.  Please be very careful!
