I have run into a situation that I firmly believe that a company may be using WQTR's that look like they are fraudulent. I rejected them due to the 2002 D1.1 rather than 2010, per contract specs, but it looks like they may have cut the stamp out of other certs and copied them onto the ones they are trying to use. Any suggestions on how to approach this?

First, if you are a Third Party Inspector, you should voice your concerns to the Engineer of Record, then the Customer.  If you have a chain of command specified in your contract you should use it.  You had better have good reasons for your suspicions.  Could you call the testing lab that performed the mechanical tests and confirm the test date on the test numbers?
