In the spirit of instigating conversation;

AWSD1.1 does not require a CWI to witness and stamp WQTR's? Only a person trained in the art, doesnt have to be a CWI?

Welders do not have to qualify to a production WPS, only one of the welder qualification test of Clause/Section 4. Those test are what qualifies them to Pre-Qualified WPS's?

The welder performance tests in clause 4 would qualify a welder to do the work within the limitations of the test.  Prequalified or qualified by testing.

See table 4.9  and table 4.11

Process
Position
Material thickness
Joint type/s

See 6.1.4 to answer who can inspect

The welder will have to:"...follow a WPS applicable to the qualification test required..."  All prodedure and performance essential variables shall apply.  From AWS D1.1 - 4.22:2010 Ed.  Per 4.19, "The qualification tests are not intended to be used as guides for welding or tack welding during actual construction.  The latter shall be performed in accordance with a WPS"

Sounds like any WPS that sufficiently covers procedure and performance essential variables can be used, or a WPS written specifically for performance qualification testing.

Does not have to be a CWI is correct, but...

The inspector "...shall be qualified."  and
The  basis for that inspectors qualification, "...shall be documented."
