If you are AWS certified CWI, and tested to the D1.1 2010, can you also certify welders for Rebar per the D1.4?

yes, you can....but it is the welding contractor's responsibility to certify that their welder's are qualified to weld to D1.4.

so if I am a cwi for the contractor, I can certify welders to the D1.4 although I have tested to the D1.1?

yes, you can certify the welders on the contractor's behalf.

Just curious, what joints are you testing the welders to?

per fig 6.5 (c) flare-bevel-grouve-indirect butt joint D1.4
just to weld A706 bar to A36 base metal for structural embeds

Just curious...
Does the contractor have a qualified weld procedure for welding Rebar?  Backed by the correct PQR?

My understanding is when you take the CWI test, it is to see if you can navigate a code and understand how it works and be tested to it.  You can either use API 1104 or AWS D1.1.  I don;t think they even have an D1.4 option. 
Now they do have additional accreditations ( I can't think of the real term) you can take for some other codes.

But a CWI can certify a welder in any code.

The "additional accredidations" are 'Endorsements'.

And no, they don't do either the original exam or an Endorsement to D1.4.
