Can anyone share the section in API 1104 that states that you have to have a PQR and a WPS for a legal welding procedure?  Would a WPS and procedure test coupons be OK?

Under the jurisdiction of API 1104 nothing is pre-qualified.  So you have to qualify your procedure first, with the first welder.  Then others test to that.

Well I understand that but a Coupon Test Report should prove that WPS and  as long as I have that documentation, I should be able to weld production pipe following that WPS.  Section IX is where you see PQR's, not 1104 thus the question, where is the section in 1104 that specifically states you have to have a PQR and a WPS... agree?  Read over 5.2 RECORD again....

GHF, the API world is a little different as you probably know. The acronym 'PQR' isn't as widely used here. The 'Coupon Test Report' as detailed for an example in fig. 2 will work just fine. A separate or additional PQR form is not necessary. Reference API 1104 20th Ed. Section 5.2....."The details of each qualified procedure shall be recorded. The record shall show complete results of the procedure qualification test. Forms similar to those shown in Figures 1 and 2 should be used. The record shall be maintained as long as the procedure is in use."
