What is the maximum root opening using FCAW with a 45° bevel?

Well....that depends. You are allowed to butter one or more of the welding faces to achieve a closer root opening, but this all needs to be done ahead of welding out the joint. You may need to speak with the EOR about your root opening, it will end up being his call if it is excessive. See Figure 5.3(B) and Clause 5.22.4.1 in D1.1:2010

Figure 3.4 TC-U4a-GF

Shows Root Opening 1/4" then it shows tolerances as fit up +1/4, with reference to Clause 3.13.1 so as fit up could have 1/2" root opening.

I thought that somebody had called you out on the issue so I was giving advice as to how to fix it. I'm sorry that I didn't read the question better before answering...yesterday was just "one of those days" around here.
