I am aware of clause in ASME B31.3 stipulating 1.5mm clearance before welding pipe to socket, however is there a minimum depth of pipe insertion into socket?

No, there is no stated min depth of pipe insertion into the socket.

Fig 328.5.2C only states the minimum welding dimensions for socket welding components other than flanges.

This has been addressed by myself on a couple of projects.
My response has always been, "If it is below flush with face of the fitting and penetrated into the socket, I am comfortable with this. However, IF it is above the face of the fitting, then it is now an open root, and is not the fillet weld as called for on the print".
Sure hope I've been right...
