Does D1.1 or AISC address cracks in "cap welds" on for example, the ends of stiffeners to flanges ? I was told by my former QA manager that the AISC code does not want the ends of welds capped so that it can be inspected for excessive gaps (requiring increased weld size). I've looked in the AISC manual and in doesn't say anything about it. Obviously cracks are bad but does D1.1 address this or was this just a personal opinion enforced as a rule ?

AISC, 14th Edition, page 16.1-112, User note at the bottom of the page.  This may be what your former QA manager was talking about.
