nybody have any experiencde dealing with this from what i can find itsa federal regulation  that govedrns the
safe  transportaion  of natural gas via pipeline. my question is can the owners agent bypass alll the required forms
for a strendth test on a transmission lne. there is suppose to be a DTS  form fillled out and submitted prkior tol testn
to ensure the right pressures eill be used, outside vendor overseeing project says he doesnot have to supply
any otter pertinateto just use the numbers he has sent in a email no formuka brealdown simply test to  1150 for 8 hrs'

he won't or cant;provide pressure for the new piH is this regulation enforcable

You would be surprised by how many inspectors I have seen write like that.

Oh I would not be supprised at all. This is becoming common with email responses All inspectors should be able to express themselves clearly and concisely. And not in text shorthand or gibberish.

I'm not too familiar with 49 CFR 192 ‘Transportation of Natural and Other Gas by Pipeline: Minimum Federal Safety Standards’ but it would appear that the answer to your question could be found in this link:

In particular, subpart I.

It is a pity you didn't have a more lenient response given your countries poor record with safety on these types of transmission lines. Who knows who’s living next door to one of these lines?
