We will use HDPE ( High density polyethylene ) pipes as liner ( max. operating pressure for the liner itself is 25 bar ) inside carbon steel pipes as host pipe ( which work in 100 bar )
the technique will be used is tight liner  which Ensures perfect adhesion pipe liner and host pipe
the question now is  the high pressure will affect the pipe liner or not

What does the HDPE manufacturer say?

Ask the person who selected the lining materials. You may engage a NACE or SSPC certified inspector.
