D14.1 operator qualification

I have been searching the forum for the last hour and think I am more confused. If you are qualified to D1.1, does this qualify you to D14.1? how about vise versa? Can I use 7" x 1" test coupons for the test or are 15" coupons required?? Help please! Don't make me think about this when I am trying to sleep!!!
