SOMEONE PLEASE EXPERIENCE CONTRIBUTION AND ME CLARIFY THIS SITUATION, ACCESS HOLE WELDING NECESSARILY HAVE TO BE FILLED.

Filling weld access holes with weld material is not a recommended practice. If the holes need to be filled, a plastic filler or something is a better choice.

No, do not weld in the weld access hole after welding the CJP.  That would involve welding in the K-area; NO, NO.

Depending upon the joint you are either dealing with a bolted web and moment/CJP welds on the flanges, or, CJP welded on flanges and web.  Stay out of the weld access holes.  You need to look them up in D1.1.  5.17 & Fig 5.2.  Then, make sure you read the commentary.  Some good insight there.
