I don't know if there is an ATF in your area, but if you are interested in becoming certified to ASME Section IX, you must first qualify a WPS if you are a contractor. The act of qualifying a WPS will qualify the welder that welded the test coupon.

CPCC at the Harper campus is AWS accredited and they can do any welder qualification you want.  Gonna cost you about $450 or more.

Contact a Steve Gore 704-330-4429 he will get you set up.

One important consideration: Section IX generally does not allow third party certification. In other words, a certification issued by an ATF, AWS, or other third party to an individual (employee) carries little if any weight when working with ASME construction codes. Welders must be qualified/certified by the employer when ASME construction codes are invoked.

Now the issue is moot if the welder works for the ATF.
