I ask because i want to raise the height of my transom on my boat. I think it can be but want to make sure??

Yes.

If this is for a salt water application you have to recognize the corrosion rate of two exposed dissimilar metals is much greater than for a single alloy of the same metal. Essentially, the two exposed alloys become a battery in in the presence of salt water. You experience galvanic corrosion. Even with fresh water there will be galvanic corrosion, but not to the same extent as in salt water.

Doing some reading and was wondering if 6063-T52 is more formable should i go with it instead of the 6061 because the 6061 is more brittle?? I'm thinking as I weld the 6063 it may weld better because it can move some??

Yes It welds fine , I never could tell much difference welding 5052 to 5052 or to 6061. The 6061 is good above the waterline but not the best choice below , copper content of the 6061 has a potential to cause electrolysis

Thanks guys I'll be painting it the same color as the rest of the boat once i have it all welded. I'm just gonna use the 5356 wire which should be fine.

6063 is a little cheaper by a couple of dollars.
