How did he get away with it for that long?   I figure most guys are smart enough to figure out a prevaling wage job as it must be posted at the very least in the job trailer.  Screw him.

This is a common practice by less than honorable contractors.  Having been a Union Executive Board member I've seen this way too often.  The Union concerned about this type work will usually sue the offending contractor, to recover the wages for the employees.  The Union takes non of the money.  The lawyer fees are paid out of the Unions, general legal fund.
