I have recently requested my company to purchace D14.3.

However, until it is received, could someone please assist me with something:
     - GMAW
     - 1/2" mild steel
     - Print calls out for a 12mm fillet weld
     - .045" wire
With the above information, according to the code, can we weld a 12mm fillet weld in a single pass or must it be multiple?

What is the maximum allowable size of a single pass fillet weld?

12mm - 1/2"

I don't have a copy handy of D14.3, but will ask a few questions to help narrow down some others who may be able to answer with that code in hand.

What position will these welds be welded in?
You may want to run some sample fillet welds to check for overlap or undercut, etch and cut to make sure that you are indeed getting penetration at least to the root while trying to run a pass that large in one pass(providing it is acceptbale per D14.3). This is inexpensive to perform and it provides an excellent way for the welder and QC to have confidence what is actually happening at the root.

Not sure about D14.3, but in D1.1 in those two positions with GMAW the prequalified max single pass fillet weld is: 1/2" in 1F(Flat), and 3/8" in 2F(Horz).

An 8mm weld is the largest weld you can make manually in a fillet intersection per D1.1...and I'm pretty sure that's consistent throughout all codes.

I think that you are speaking of the max fillet weld size by remaining prequalified in D1.1(ie Table 3.7), and in the flat or vertical positions you can still remain prequalified and place a 12mm fillet weld in one pass with GMAW. You can perform testing and qualify a larger single pass than indicated in Table 3.7, provided it passes all of the testing.
