Hi everybody,
We have in our possession (warehouuse) the Hobart Hoballoy E8018C3 electrodes with a std certicate : lot number, shipping and testing date, order number, customer, with chemicals & mechanical test and values) but without the mark of 2.2 or .. One customer ask me about a 3.2 cert, what can I do? Many Thx.

Al, it a add on test result for a material cert. Quite a high one, usually only request on very critical or nuclear work.

"A 3.1/3.2 Materials Inspections Certificate are actual test results from the material in the lot from which the steel products have been supplied (formally referred to as "specific testing"). A 3.1 Inspection Certificate is endorsed only by the manufacturers own representative who has to be independent from the manufacturing process (Test House Manager) whilst a 3.2 Inspection Certificate has additionally been countersigned by an independent inspection authority who has confirmed that the testing and inspection process demanded by the specification have been adhered to correctly."

"Inspection certificate 3.2 according to EN 10204:2004
A 3.2 certificate is prepared by both the manufacturer’s authorised inspection representative and
either the purchaser’s authorised inspection representative or an inspector designated by official
regulations. The certificate must declare that the products are in compliance with the order
requirements and supply test results. This category is intended to replace the previous designations
of 3.1.A, 3.1.C and 3.2 certificates."

I have not encounter this. What code does this apply to?

Al, it is not code specific, more contract specific. I have seen it applied to ASME construction standards as well as EN standards. Although, it does seem it is applied more in Europe but not necessarily to EN standards if that makes sense?

chawki, 3.2 test/material certs are always stipulated if they are required in the contract specifications as this will cost the contractor additional costs. Not many suppliers are willing to supply 3.2 certs without additional fees, in fact they are not usually carried out without a pre-request for them in most. Your only choice if this IS a contract specific requirement and not just a casual request is to contact Hobart and see if they have fulfilled the 3.2 test requirement and are willing to provide you with the certificates.

I will see with Hobart maybe they have provieded a 3.2 Cert for the lot/batch in my own to any Customer.. Many thx Glyn.
