I'm not sure about sentence in API 1104 Year 2013 " For roll welding, the number of filler and finish beads shall be such that the completed weld has a substantially
uniform cross section around the entire circumference of the pipe. At no point shall the crown surface fall below the
outside surface of the pipe, nor should it be raised above the parent metal by more than 1/16 in. (1.6 mm). " Usually welder will weld pipe more 2.0 mm. - 4.00 mm for reinforcement.

it means reinforcement not over 1.6 mm . or not

The answer is NOT over ... Maximum reinforcement above the O.D. is 1/16 of an inch (1.6mm)

"nor should it be raised"...this is not a requirement. "It shall not fall below the outside surface of the pipe"...this is an example of a requirement. How high can it be? That is up to your company internal quality management. Other codes and standards can be used as guidelines for any imposed requirements.

Yes, "it should not be raised" is a reccomendation rather than a requirement. So, how high can it be?
Good engineering sense says that it can be a few thousandths of an inch (hundredths of a miliimeter) more. If the reccomendation is 1/16 of an inch, definetely, it can not be 1/8.
