WELD CODE ASME B31.3 Does a welder have to be a certified pipe welder to weld on
pipe shoes and dummy legs , or is an aws structural certification sufficient since their  technically not welding
a pipe joint under pressure.  Thanks Joe

Some codes will call out items that are in it's sphere of application, some not so well.  But the bottom line is always the engineer.

All you have to do is ask and he can accept, or not, any certs he feels will accomplish the task to a satisfactory conclusion.

Per ASME B31.3:2010
321.3.2 Integral attachments.
"Integral attachments include plugs, ears, shoes, plates, trunnions (sp?), stanchions, structural shapes, and angle clips, cast on or welded to the piping.  The material for integral attachments attached by welding shall be of good weldable quality. [See Para 321.1.4(e) for material requirements.]  Preheating, welding, and heat treatment requirements shall be in accordance with Chapter V." ...

Chapter V is the Fab, Assy, And erection chpater, which (among quite a lot of other things), calls for qualification of the welder to conform to ASME IX
