Up Topic American Welding Society Services / Certifications / D1.6 code "Maximum Outside diameter Qualified"

I am working with a company looking to perform fillet weld WPS testing in which flat plate will be welded to round tube. If I am reading this correctly Table 4.4 on page 82 of AWS D1.6 (2007) tells me that minimum material thickness qualified is 1/8". Is this correct? Anything thinner would be under sheet steel code I assume? Customer has a few parts that are 14 ga. Also on the next page Table 4.3, Performance Qualification, under small diameter pipe test it lists "Maximum Outside Diameter Qualified". This is confusing to me as I have never seen a maximum diameter restriction, only minimum. Any insight is much appreciated. Thanks!!
