Welding Carbon to Stainless per D1.6

Can someone offer me some insight on using pre-qualified WPS's for welding carbon steel to stainless steel (A-36 to A-240 304L) per AWS D1.6:1999. It appears that using pre-qualified WPS's is not allowed for this??

due to the differences in the metal combination ther can be no prequalified wps's for your application.

OK - That is what I had assumed. I have a follow on question now that I will have to do procedure qualiifications versus using the pre-qualified parameters. Since AWS D1.6:1999 does not list joint design as an essential variable, can I create one WPS per process that is universal to all PJP, CJP and Fillets within the ranges qualified by a CJP PQR??
