You have to acquire 80 contact hours to get 80 PDHs.
Basically, if you take a course that can help you meet the job responsibilities list by table 1 in AWS B5.1, you can use the PDHs toward recertification.
You can also opt to pass an endorsement examination using one of the open book part C examinations, i.e., AWS D1.2, D1.5, ASME Section IX and Section VIII, etc.
If you have an article published in Inspection Trends, the Welding Journal, or other professional publication you are awarded 20 PDHs.
Serving on one of the AWS committees awards you 20 PDHs.
Pass one of the ASNT ACCP Level III examinations awards additional PDHs.
QC1 provides details on how to earn and apply PDHs toward your 9-year recert.
I have used PDHs to requalify since becoming a SCWI.
PDHs can be banked if I remember correctly. I shouldn't have to take another written examination until I'm 185 years old based on the PDHs I've earned over the years.

Al, I think you are trying to accumulate extra PDH's again:
16.5.5 PDHs may be earned for a paper, article, or
book published in a nationally recognized publication
that addresses a subject contained in AWS B5.1, Specification
for the Qualification of Welding Inspectors. Each
publication will result in an award of 10 PDHs with no
maximum of PDHs awarded over the 9-year period. All
claims for PDHs under this provision must be accompanied
by a copy of the published work.
