I have a question about CVN Test

First Question

For sub-sized CVN test specimens where the width across the notch is less than 80% of the base metal thickness this sentence means ?

Full size specimen is 10 mm.    80% of base metal thickness  is used when specimen have to sub-size from 10 mm to be  8 mm. True or false ?

Second Question

Contract document spec. temperature 0 C

If i have PQR 7.5 mm. accordance Table 4.15
(1)  Temperature for test have to be -11.1 C when sub-size specimen is 10 x 5   from PQR 7.5 mm . or
(2)  Temperature for test have to be -2.8 C   when sub-size specimen is 10 x 5  from PQR 7.5 mm

Because Laboratory person  said that number 2 is true but i don't believe him .
