dunno, but a quick google review on foundmoney.com shows a pretty shabby establishment. Lots of warnings and complaints of the site being a scam.

Ladies and Gentleman,
The state "FLORIDA" etc. is where the money is. Contact the state comptroller to pickup the money. Normally you click the on the www.foundmoney.com entry and form are download able. The implication is that 10 time more money was stolen and post office mail was stolen.
