Hi,
What is code used for qualification of Welding Procedure Specification (WPS) of low alloy steels with a minimum specified yield strength greater than 100 ksi [690 MPa] ?
I am looking to do the welding procedure qualification for the base metal Hardox 450.

You can follow AWS B2.1 for the methodology of qualifying the WPS. You could also use AWS D1.1, Clause 4 as the governing document.

I cant use (AWS D1.1) clause 4, why of the limitation yield strength base metal equal than 100 ksi [690 MPa] or less.

The limitation to materials having a yield strength of 100 ksi or less doesn't apply when the procedure is qualified by testing with the Owner's Engineer's approval.

Clause 4 is the means and methods of qualifying the WPS when the conditions of prequalification cannot be met. I would say Clause 4 is the way to go.

Just to throw some little needed support Al's way,

Clause 4 is there to enable the contractor to get a procedure approved by testing that is not already 'Pre-Approved' by past history.  Things like processes: GTAW, GMAW-S, etc.  Things like materials not listed in Table 3.1 for whatever reason.  Things like material that is outside the normal scope of D1.1 as specified in Clause 1.2 and other places for tensile and/or yield strength.  And other similar situations. 

So you may indeed qualify your material and thus your procedure by testing per Clause 4 of D1.1:2010.
