I was reviewing a supppliers PQR & WPS for a part  they are going to weld for us. the material is A514 steel. they  submitted two  PQR's and the  WPS. for preheat minimums the  copied the thicknesses and temperatures in Table 4.9 for this material. and stated in the WPS the maximum interpass is 400 deg. but both PQR's  were recorded with interpass temps above the max listed in the WPS  they pointed out in table 4.5(36) Decrease of interpass temp by more than 25deg ( would require requalification).
Its clear for both preheat and interpass minimum heat requirement. But here they exceeded a maximum requirement on the qualifing PQR's but  they are saying that in production they are under the max heat used on the welds they tested so they won't exceed them on a production part.
