QAQC Weld, not asking ASME IX but rather what code are you building / constructing to? You mention building up a high pressure flange so is it pressure vessels / tanks or piping that you're dealing with? There will be a governing construction code if these are the cases....

Cool QAQCWeld, API 6A is where you'd find your answer about acceptance of weld metal used as a base metal build-up then. Seriously not meaning to sound like a smart ass but that's where the answer would be... ASME IX would be mute on that topic.
