Sorry, but we will need a lot more information than that to even begin to give you an opinion yet alone a good answer. 

We need to know: what code, tubing size, joint configuration, work position, and other information would be nice too.

Tubing, HSS, is the same as pipe for many applications in D1.1.  For pipe, if it is over 24" then you can get by with plate quals.  Even then, a 1G and/or 2G is only going to work if you are in those positions.  Not vertical or overhead.
