Are you talking about the intersection of two welds on a vessel? For example, where a longitudinal and circumferential welds meet? Or perhaps placing a nozzle a over seam weld? Are you designing or inspecting? Elaborate.
ASME Sec VIII Div 1 address weld overlap(A.K.A. Cold lap if this is what one is referring to) in circumferential and longitudinal butt joints as a defect in QW-35 (a). They don't address overlap in fillet welds. Not sure about B31.1 OR 31.3, but you might be able to find some similar verbiage like in QW-35 of Sec VIII if you look hard enough.
