No. The problem with thinking of it in that way is that there are automatic thickness limitations, as well as filler metal limitations and others, that kick in with impact testing which may or may not be a part of the client requirments. I recently had this same issue with WPS's for Grade 91. The client wanted impact testing PQR's and they had their own acceptance criteria, however, they did not impose any other supplementary limitations.
If the client is imposing additional non code requirements then you need to clarify exactly what they want.
