I guess that's what happens when you go with the cheapest bid.

When I started in this business, an older gentleman told me, " I've been in this business a long time, and when it comes to work you get it one of the following 3"

1.Good work done fast isn't cheap.

2.Cheap work done well isn't fast.

3.Fast work done cheap isn't good.

Seems to me they went with option number 3

I live near by and some how Bechtel got my email and would send me notices about bid meetings. I looked at one and figured out real quick for every hour of welding someone would have to do about 10 hours of paperwork that I pay for.

When I was in Army aviation school, the instructor noted that the helicopter we were flying in was supplied by the lowest bidder on a government contract.  Somehow I survived 3 years of an active flight schedule and one crash.

I'd be curious to know who the work was subcontracted to. My first welding job was at Gen Dynamics , which is the parent company of General Atomics, and back then QC was extremely strict
