Do you need to qualify a new procedure for P1 Gr.2 to P1 Gr. 2 materials if the only other WPS you have is for P1 Gr.1 to P1 Gr.1?
No notch toughness required.  QW-403.5 ?

Are both material classifications listed in ASME Sec IX as P1 materials?

Yes,  SA-106 Gr C   P1 Gr.2   WPS was qualified on A-36 P1 Gr. 1

Look at the applicable table for the process and note the requirements for group number. In all the typical processes, group number is a "Supplementary Essential" variable. If the process you are using indicates that, and you know the requirements for notch toughness, you have your answer.

Check your PQR that support your WPS which qualify P No. 1 Gr. 1 to P No.1 Gr. 1 as you mentioned that no toughness required you can make a WPS  P1 Gr.1 & 2 to P1 Gr. 1&2 base on your PQR.

Likewise if you had a PQR for P1 G2 material with impact testing, it could be used to support a WPS without CVN's for any P1 material regardless of the group number.
