Dear experts,

I am still do not understand the implementation of UCS 66 in ASME Section VIII Division 1.

If our plate material need to be impact tested base on this figure does it mean the steel mill need to perform impact test when they produce the plate ?

or

When we make WPS / PQR we need to include the impact test in our PQR coupon?

or

both ?

Your explanation is highly appreciated.

It depends. For the most part you are talking about impact testing of the weld procedure specification, which can include weld metal and heat affected zone, which represents base metal. A few Codes require unaffected base metal tests(Section III and B31T to name two), but for most codes this is rare. Base metal 'qualification' will be determined by the tables and the graphs and service temperature allowances.

Let say, as per UCS 66 our material need to be impact tested. Do we need to states this requirement in our purchase order to the steel mill ? If we do this mean there must be impact tested in steel mill laboratory before the plates are shipped out from the steel mill. Is this correct ?

You can do it in purchase orders so that you receive it tested or you can actually test it yourself. The Code does not care. So if you have material already in inventory you can cut out a piece and send it to the lab for testing and certify it yourself.
Make sure the heat treat condition is that which will be used in production.

Bottom line is that given your level of understanding I would suggest bringing in some expertise. Section VIII can be very difficult when it comes to CVN's. B31.3 is very similar and more difficult in some ways.

If you are ordering material for fabricating the actual vessel, it is probable less expensive to have the mill perform the test. If you order and receive the plate, cut a sample for testing and it doesn't pass, you own it whether you can use it or not. If the mill performs the test and the material fails, they will test another plate and find material that does pass.

CVN is usually a supplementary testing requirement that should be included in the purchase order.
