D1.4 states a WPS for fillet welds is exempt from testing (6.1.2.1) Then Clause 1.3.3 specifies D1.1 materials as being qualified for use with D1.4. I am welding A706 rebar to A36 steel with fillet welds, I am being told I have to qualify the WPS because D1.1 does not list A706, I disagree. What am I missing?

     Call our tech people at AWS # 800-443-9353. My guess is that there is a call out that says at the discretion of the engineer.

I will , but there is nothing spec'd out, they state Code mandates it , I disagree

The proof is in the pudding! In other words, tell them to show you where it is mandated... If they're only saying that D1.1 mandates it then ask them where in the code does it mandate a WPS to be qualified. Show Me!!!
