Can anyone else add some photos to make this seem normal to see?  I went to this job and the company hired a "certified" welder, or a "gun for hire" to come save the day because they were in a time crunch.  I wanted to make you all laugh today.  This is very very real.

It's always important to not seem like a chump and overpay for some overpriced primmadonna welder. Or that seems to be the logic in the world anymore.

Those cracks beyond the toes make me wonder if those awful welds were placed on 2024 or 7075 base metal.

6061.   They were 1/4" thick beams and they were saying they had trouble keeping the heat at the weld.

That was GTAW?!? Dear god that is atrocious.

Oh dear lord. I'm not a big GTAW welder and I could do better than that, if not I would know when to walk away.

I am just a wannabe rod burner, let alone a welder, but I would either get it at least passable or wear out the grinder trying. No way walk away from that.

And that is why I don't accept previous qualification. A simple fillet break test would have filtered out the "Golden Arm Wanabe" in a blink of the eye.

I would say it depends on the position and the authority that been delegated to the inspector.

If one is representing the owner, i.e., the verification inspector, a retest could be requested.

If the inspector is the fabricator's inspector, a retest can be required.

If one reads D1.1, the verification inspector (VI) has very little authority. The building code or the project specification may grant the verification inspector additional authority, but generally, the VI simply reports back to thee Engineer. The Engineer is the individual with the authority to make demands of the fabricator.

In most circumstances, when the VI makes demands of the fabricator, it is a young buck that is overstepping their authority and possibly incurring major expenses for his employer.

About all the verification inspector can do is report the work as noncompliant and include sufficient information that the Engineer requires repair or replacement. When the cost of the corrective action reaches a pinnacle, the contractor will make a determination that the welder's continued employment is no longer cost effective.

As for photographs; I have an entire course based on such photographs. If a weld is found to be unacceptable, it is highly likely there is a photograph of the weld in my report for all to see. The adage "A picture (photograph) is worth a thousand words" is very true.

That's why we have engineers. They get paid to make those calls. It isn't the inspector's decision to make.

And it would end up in my CYA notebook along with photographs and the name of the Engineer along with date and time.

Most GOD welders have never touched AL.....be a little more picky when trespassing there.
