I am in the process of qualifying a WPS via a PQR.  The material is ASTM A519 grade 1026 and ASTM A500 Grade B.  While A500 is listed as a pre-quailfied material, the A519 is not, hence the reason I must do a PQR.  My question is this, Clause 9.15.4.1 states, "For WPS whose essential veriable are outside the prequalified range, qualification for CJP tubular groove welds shall require the following:  (1) Qualification in conformance with Figure 9.25 for pipes with outside diameters greater than or equal to 4in...."  My production manager is complaining that the 6G with a restrictor test shown in Figure 25 isn't necessary because in production we will be welding this in the flat (rotated) position.  Am I correct in thinking that the material specification is an essential variable that falls outside the prequalified range? 

It is my opinion that the test weldment will have to be done in the 6G with a restrictor plate, but any thoughts would be appreciated.

Don't have my book handy, but I thought the restrictor was for performance testing

Look at Table 4.1 (D1.1:2010) or Table 9.9 (D1.1:2015) and Figure 9.23A.
