If the contractor I am working for gives a pipe weld test S/S to carbon coupons with 309 wire GTAW SMAW, will this test also allow You to weld with Er70s2 and 7018 carbon to carbon

In ASME IX, all ferrous base metals are covered by a test on any P1-P11, P34, or P41-47 base metal with regards to welder qualification. See QW-423.1 & QW423.2. For the GTAW part of the question, ER309 would fall under A/SFA5.9 and is F6, and the ER70S-2 is under A/SFA5.18 which is also F6, so that part is good. The E309-XX for SMAW is an F5 (A/SFA 5.4), but the E7018 is under A/SFA5.1 and falls under F4, so the welder is not qualified to use the E7018. FYI, all this information can be found starting from tables QW-353 and QW-356 in ASME IX.
