More so in my personal opinion. Since in many ways it could be more closely associated with an arc strike seeing how many fitters use small 1/4" tacks that are nothing but a quick burst of heat with expansion and shrinkage that would be more subject to micro-fracturing than a weld that established a longer arc and heat input into the member.
In General, care with the tack welds will be the same than normal welding...In other words, use the WPS references for preheating even if it will be removed after..
