Good day

I work in the oil and gas industry, where most downhole tools are made of 4145H modified high tensile steel. I was looking into welding of this material so searched for a matching ASTM equivalent but was unsuccessful can anyone help with this? Also any information on welding electrodes or pre/post heat treatment will be helpful.

Try ASTM A182 for forgings, A217 for castings, and A234 for weld fittings

There are ASTM standards such as A519 that include the AISI steels used in oil and gas. I would recommend you contact your materials distributor and see if he can help.
