Vibratory stress relief is still used, but it is not recognized by most fabrication codes.
I have used it for stress relief before machining. It is very effective with softer metals, i.e., aluminum, less effective with high strength steels.
The way I understand it, the end result is not as predictable as thermal stress relief, thus many codes do not recognize the method for code applications.
Thermal stress relief is predictable and has many years of successful application.
