Hi,.                                                                                               we have done welding qual. in dissimilar materials like A105 + SS316, F11 + SS316, F22 + SS316.                      Joint design: Fillet, size welded: 12 mm                           Welding process: SMAW,  As per ASME sec IX.               Do we need to do PWHT for this welding ?

The qualifications is done without PWHT only. So production jobs are also not PWHT.                                  I wanted to know whether fillet weld require PWHT or not required.

ASME Section IX addresses how the WPS and welder is qualified. It is not a fabrication code or standard. The applicable construction code addresses the design, materials of construction, fabrication and welding, as well as testing, examination, and inspection requirements. That is the document that specifies if and when PWHT is required.

There is no answer to your question without knowledge of the applicable construction (Section I, Section VIII, B31.1, B31.3, etc.) and application.
