If a job does not have Stress relieving required as per spec, does a WPS being qualified for that particular job needs to have PWHT done on test coupon? ASME sec VIII/AWS D1.1 does not give any details or relationship between thickness of job and its PWHT requirement. What is the thumb rule to follow in case of Stress relieving?

According to item UHT 82 (C), if the welds are not subjected to tempering and tempering heat treatment, the weld metal and the ZTA shall meet the impact test requirements in accordance with UG-84.ok

Now if the impact test requirements as described in UHT 6 are met for the base metal, it is not necessary to perform the impact test on the weld metal and on the welding procedure ?.
Is this correct for me?
