Can anybody tell me what the recertification
requirements are for CWI and SCWI, I
understand it is every 3 years. Is this
by exam or just application ?

The recertification for cwi is every three years. For the first and second recertification of every 9 year period can be done by application. for the 9 year recert, you have to take a practical test, the same one you take for the initial certification.

I went to Texas to atend , I believe, the first 9 yr renewal course. It was about a week and you did not have to "retest". It covered the retesting in the course and there were a series of "exams or work projects" within the course. It was interesting.

You should obtain a copy of QC1-96 from AWS, it is free and lists all of the certification and re-certifications requirements for SCWI, CWI, and CAWI.
