please clarify the note"a" and "b" for table 5.8 -MINIMUM FILLET WELD SIZES IN AWS D1.1 ,

what is meant by low hydrogen process???  (welding process using low hydrogen electrode???)
Non low hydrogen process with procedure means ,a" preheat " is required procedure????
