Does anybody know if I can qualify the 1104 in service welding test to ASME IX?

The in-service qualification requirements and test assembly found in Appendix B is unique to API 1104. So, I am forced to say no.

Yeah that's what I was thinking, my next question is can a hot tap procedure be qualified to ASME IX

Isn't that considered in service? The special test is to replicate the fast cooling associated with fluid flowing through the pipe while you are installing the hot tap.

Yes it would be. I think our client is finally realizing that it can't be done.
