Dissimial welding with permanent backing plate

dear All

I have a requirement of A106Gr.B to A106Gr.B with Incone 625 plate as Backing plate. test coupon shall be tested as per ASME SEC IX.
please confirm if such weld configuration can be made & tested was per ASME SEC IX.

It seems kind of silly considering the Inconel backing will be removed before the mechanical tests are performed per Section IX.
