We are looking for information on ASTM 514 does anyone know why this is not a prequalified base metal in D1.1. We are going to try and get a procedure qualified for this base metal. Thanks for any help.

This was found on a supplier's web site. It may influence the committee's thoughts on whether to include it in the list of prequalified materials;

Chemical Composition
ASTM A514 is typically bought to meet physical requirements rather than chemical requirements. For that reason, chemical content is generally not provided unless requested prior to production. Any material can be sent to a third party after production to be tested for chemical content.

Clause 4 includes a table listing high strength low alloy steels that are approved for use, but not prequalified. The Engineer can specify the use of the ASTM A514, but the contractor must qualify the WPS by testing per clause 4. The variability in chemistry may be one of several reasons why the committee took the position they do.

It could be because plates up to 2-1/2" of  A514 runs at least 100 ksi, out of D1.1 scope. Also the heat input needs to be monitored more closely and it may also need heat treatment. I can see a few reasons why I wouldn't trust a regular prequalified WPS.

Just completed a project with 1", 1.5", and 2" thick A514. The design was such that the PJP weld joint kept cracking from severe restraint. I would suggest a very in depth drawing review prior to construction to find any weld joints with high restraint. Also I would recommend visable penentrant or mag particle testing to ensure no cracking has occurred.
Following guidelines from two of the material manufacturers and that of the NASA team and the weldments we're still a month late on delivery because of a bad design that could not be repaired until the 2" thick PJP weld was gouged and made CJP.

ASTM 514 plates are also Q&T (quench and tempered)

Preheat is a little fussy as well, and you should do the CE calcs. from your mill certs.  We preheat @350 deg f. min, but is plate thickness dependent

There are @ 8 grades of ASTM 514
If your grade contains vanadium be careful of stress cracking. 

We weld 514 up to 4" think and do not stress relieve any grade of 514 because we have -40 deg. charpy requirements and we have found that stress relief seems to knock down the toughness in the base metal and HAZ

Also we do not have a requirement to match weld metal tensile, we weld it with 70ksi FCAW

Make sure you use the correct diameter rolls for any bend test work otherwise your straps will crack
