AWS D1.1:2010 Clause 5.15.4.3 and 5.15.4.4 gives roughness requirements for cutting. I don't know of any roughness requirements regarding grinding except when NDT is required. Rough surfaces that are to be UT'd, PT'd or MT'd need to be ground fairly smooth so not to induce false indications.
