Dear Experts,

I am a brand new CWI and was employed for an entry-level job at a vessel fabrication company and have no vessel/tower experience. We are working a turnaround at the moment adding nozzles to a fractionator. Where do I begin to gather my bearings on fabrication, visual acceptance, NDE requirements, etc.? Any help on what documents I should have is greatly appreciated.

Thank you Al.  Another question: I am using section viii div1 2015 ed. because I do not have access to 2017 ed., but in the 2015 ed. at 8.1.6.2.2 Insert Plates requirement b) it states "Ultrasonic Examination....may be substituted for the radiography if....approved by the inspector." Which inspector is allowed to approve it? The client's inspector? The contractor's CWI or AI? The third party QA?

They are referring to the Authorized Inspector assuming the vessel is a code stamped unit. Look for a nameplate on the vessel that lists the manufacturer, date of manufacture, design temp and pressure, etc. If it is a code stamped vessel, you will see the appropriate ASME code stamp.

I am sure there is an AI if it is a code vessel.

Struggling to find the Clause you have noted 8.1.6.2.2 in ASME VIII Div 1 - that seems more like an API clause number ?

If you are adding nozzles to a "stamped" pressure vessel...sounds kind'a like an "Alteration" to a pressure vessel.
Does your company have a National Board "R" stamp?

API 510 is an Inspection Code. If you are adopting this Code, repair work requires authorization from API 510 Inspector before the work started. A pressure vessel Engineer acceptable to the owner is also required to authorize the repair work by repair organization. Nothing mentioned of AI participation. The repair organization can be ASME code stamp holder, but not a mandatory.

API 510 states that any conflict between API 510 and ASME VIII (Construction code), the requirements of API 510 shall take precedence.

Yes. The inspector in ASME Sec VIII Div. 1 is the Authorized Inspector. Not you.

Since you're in a vessel fab shop this should not be viewed as an alteration as I'm assuming it's a new build, so ASME Sec. VIII Div 1 takes precedence.

Additionally, if you're making new vessels, you must be working from the newest edition of the code unless there's a better reason not to other than "I don't have the new version."

API is for in-service vessels. For anything new you must use ASME Sec.VIII Div.1.

Yeah, I missed the part where you said "turnaround" and "adding nozzles to a fractionator.

API takes precedence, but the design of the nozzles will be to ASME Sec.VIII Div.1.
