Which american welding code should be followed for SS plate to CS beam. i.e, D1.1 or D1.5

Need some more info...

D1.6 is for structural stainless.
D1.1 is for structural steel, including some stainless provisions.
D1.5 is for bridges, so if the beam is on a bridge, would apply.
etc., etc.
There are too many different codes/specs that could be applicable to that general combination to be able to answer your question.
Need to narrow down the options through defining specifics.

3 mm SS316 plate is welding with a onshore piping skid base frame. not for the bridge.

AWS D1.1 Clause 1.2 Limitations is going to send you to AWS D1.6 and you will have to qualify a procedure to weld that SS plate to CS.
